Deidara wins rather easily if you ask me.

Deidara will bombard Guy on the ground with Super fast cricket bombs like the ones he used on Kakashi. Once they attach to Guy it's over for him. The Micro bombs will surely spell doom for Guy if regular animal bombs don't. Even if Guy does happen to go airborne like he did when chasing Kisame he cannot control his flight path and Deidara would simply move over and let Guy fly past him and fall back to earth with a couple explosive birds on his head.

Guy is at two disadvantages:
1.) He is a short range fighter
2.) He cannot fly only jump

gai would certainly dodge all of deidara's attacks ( if tobi isn't there to help deidara set up that minefield), but deidara can use several large attacks which would force guy to use the gates, even if guy defeats the c4 bomb with afternoon tiger, deidara can just continue to pepper him with small bombs until gates take effect, then he can be easily picked off with the dragon missile. bad matchup for gai.
