You said without 8 tails full transformation? Hmmm. I really have to say Gai is going to take this one with high difficulty. I mean, Gai has done really really remarkable things without having to resort to using the eight gates. If bee cant transform. I just have to say he would probably lose this one guys. Bee would mop the floor with him. Bee has great taijutsu as seen in his fight against sasuke. Gai wouldn't stand a chance at all.

Bee would win this one. His taijutsu is as least as good as Gai's if not better, and as Gai's afternoon tiger was unable to kill a normal Kisame I can't imagine it being able to beat Bee's cloaked form. With the eigth gate I'd be inclined to say Gai could beat full form hachibi but with both eights restricted this goes to Bee.
