The inner gates will make all the difference, Gai can match A´s normal speed, if A does the raiton armor then Gai can take off the weights, if A goes raiton armor lvl 2 then Gai can use the gates, he can go till 7 gates and in that state, i´d say Gai is stronger and is as fast or faster.

Let's see his raiton armor makes him faster than the 8 gates(Raikage himself states he was the fastest ninja alive when talking to naruto), and he punches with a lot more power than gai. He's also a lot more durable than gai most likely.

Sure he´s the fastest ninja but he probably doesn´t even know Gai and once he opens the gates, i bet he can rival his speed or even surpass it(come on, people say lots of things in the manga that isn´t true), Gai can also punch through walls, he´s Lee´s sensei and we all know how hard lee works and what he endures.
