Should I even ask you want water being evaporated even has to do with Tsunade being able to tank these things? The woman can fully regenerate organs and limbs. What is external burns to her chakra pool and her healing abilities? Anyways you keep coming back with the same thing.

Wally West is on par with cosmic being and is omnipresent so i think his reactions speed is equal to Prime One Million which is the superman you are referring to who also is omnipresent. Also creation does not reflect all power, Wally West can exist where superman cannot. But prime one million can even bring himself back from the dead. so
