Gai and Kakashi would definitely win, because Raikage uses lightning armor he is a bad match up for Kakashi but in taijutsu, Gai is way better w/ the gates so if Gai can out-taijutsu A (which he can) Kakashi can come in for the kill

raikage is a beast in lightning armour and he is very relentless when it comes to attacking and guy would have to go all out and kakashi would have to be careful as raikage could destroy him
