Yep. They already know that Gentle Fist > Strong Fist so they'll go straight to Gates. No real prep is needed for Shippuden Lee & Gai to go into Gates, unlike Part 1 Lee so they can go straight into it.

I don't see how most people still say current Neji (pre-death ofc) > current Lee.

Well I would go for Gai and Lee high difficulty. They simply have better feats IMO.
