Here Gaara tells Naruto that they should be allies when he becomes hokage:
It seems like a very strange comment to make now. Besides the fact that Naruto is busy with Madara, Konoha and Suna were allied before the war started. Even now, all five villages allied to form the Shinobi Alliance. Gaara should understand this best of all as the commander of the Shinobi Alliance... So why is he trying to make this alliance on the side?
Possible reasons for his line:
1. Kishimoto wants to reinforce that Naruto, as opposed to everyone else who has recently showed interest in the position, will become hokage (if it wasn't already clear enough.)
2. Gaara will die soon, so Kishimoto is giving him a line now to show us he's still here. The content of course would rally Naruto up at the moment of Gaara's death as he would view Gaara as an ally (though they already were allies?)
Despite this, making an alliance with Konoha alone during this war is a bad political move on Gaara's part. Not only does this compromise his role as the commander uniting the five villages, but separate alliances will lead to divides between the five villages and cause more wars.
