The Hawk has no feats that are fast enough to avoid Gaara's sand. Not even the rinnehawk can survive being crushed.
If sasuke can fly on the hawk with Susanoo up then that poses a decent threat to gaara, but he could grab the hawk out from under him, and since MS Sasuke doesn't have his legged Susanoo yet, that makes it useless as defence because gaara can use the ground he's standing on.
SM Naruto has no ranged attacks except for Rasenshuriken which gaara can dodge, or Shukaku can block.

Gaara wins. Sasuke will become blind while spamming amaterasu and suasnoo. Naruto cant keep his SM enabled for a long time. Gaara wins high difficulty

If the fight is in a desert, Gaara wins low difficulty. Long range jutsu users are extremely difficult to beat
