Gaara is able to control sand the same as when he had shukaku. He didn't get weaker.

But he can't make a grassland a whole dessert anymore unless you got proof

If he was able to do it in part one, and his abilities have only improved since then, it would make sense that he can still accomplish that feat. The only thing he can't do anymore is transform into Shukaku.

Unless you want to prove otherwise..

He beat or solo more than many of the k11 expect for Naruto. Zaku really you forgot he beat Kankurō, Torune and a few others in movies and sub esp.
