I think Gaara might be able to get him since they are in the desert. He can only stay intangible for 5 minutes, but Gaara has unlimited sand to attack him with so the only thing he has to watch out for is Izanagi.

Also I came up with a new scenario in which Gaara would win, basically consists of him suffocating himself in his sand but he'd have so much sand covering him that Tobi wouldn't be able to reach him to warp him. And like a 1 cm wide hole so he can breathe through it. Yeahhhh

How people can say Gaara? Tobi with low difficult. His intangibility makes him immune to all techniques. He can simply appear behind of him in order to absorb him. Above Sharingan Tobi has an additional Sharingan for an extra Izanagi too.
