Gaara, since Sai simply doesn't have the power to take down Gaara. Also Gaara is the Kazekage for a reason would be embarrassing if he lost to a single anbu member from the leaf village. Sai is smart and agile but he will be easily overpowered. Only thing in Sai's favour is that his ink might get into the sand and weaken it but very unlikely, first of all he doesn't have enough ink to do that it would take a truck load and he doesn't have the chakra to form all that ink into animals and crap.
