Mei is the weakest one; but she is not overall a weak shinobi.
She is weaker than A; that can be easily seen based on the manga feats; A can counter her every attack; he would defeat her before she can make a tech to attack A; he has speed feats which would fodderize her in an instant.
But this is not a "Mei vs A" thread...
