Gaara has Shukaku, but no Bijuu Mode or anything like that. Basically Gaara with his feats from the Deidara fight and the War Arc.

Gaara wins, still honestly a bit questionable that raiton can't penetrate the sand but if it can't they don't touch him in the slightest/

IS doesn't do much here except maybe float above Gaara's sand but it can't be used as gracefully so it gets overwhelmed.
