I'm going with Kakashi because he has MS and knows over 1,000 jutsu.

Kakashi wins, he is swift enough to keep away from gaara's sand, he has lightning jutsu which can pierce gaara's sand and he could kill gaara with his space time jutsu thing

kakashi wins in ninjutsu, genjutsu, and taijutsu. kakshi has a wide array of jutsu with which to distract, attack, and kill gaara so i think it would be hard for gaara to defend against kakashi. also kakashi has more experience, is smarter, and is more skilled all around. i see kakashi quickly making a strategy to counter gaara's sand and then finding a way to kill gaara. gaara is incredibly strong but so is kakashi so i think the person who is all around better will win and that's kakashi. also kakashi can use MS kamui as a last resort if he needs it but i dont think he will need it. also it should work seeing as how gaara always stands still when fighting. also kakashi is skilled in earth, water, and lightning so i dont see gaara's sand being too effective against kakashi.
