Personally I would say gaara. We never seen much from haku beside that he doesn't have much will to kill people. Gaara can easily make sand overwhelm haku's sand mirrors causing him not to see. Gaara can also make a perfect defense that haku's needles can't reach. The only problem I see is if haku goes into a mirror and stays there. What would happen if he's stuck in there. O_O

I think Gaara would win...his sand is a pretty good defense from Haku's arrows I doubt those would have much effect and then Gaara's sand is pretty fast so maybe he could hit Haku also...
