The eight gates are not soley for taijustu

The eight inner gates use up the bodies energies by converting it pure power

the body is made of psychical and spiritual energy which is what is molded and formed into chakra.

Rock Lee relies on them because it powers up his only way of fighting and it just happens that his particular style is how you usually obtain such power in the first place

actually the 8 gates are well...gates. when guy and rock lee unlock the gates they actually break them and it lets thier chakra run more wild because it loses it's stability.

Gaara is a stationary moves user, not the taijutsu type user.

Gaara dose not Have 8 gate jutsu. So how is He going to use what He doesn't have? Gui, Lee and Kakashi are the only ones that know it and have use it to some degree.
