I've always thought Gaara should be a kage. I realize that he is, but I'm going to make a case for him regardless.
Gaara's story is essentially Naruto's story except 10x worse. Gaara suffered the same loneliness Naruto did, except Gaara's was created his own Father, all the while having to deal with the fact that he occaisionally murders someone in cold blood. While Naruto led a relatively normal life compared to this, Gaara buckled under the pressure and hate of the village and Shukaku. Constantly in pain, constantly wanting to be recognized, just like Naruto; except instead of pulling pranks, he brutally kills people. Imagine being pushed to the brink of despair, of loneliness, to the point where the only time people recognize you is when you kill? THAT is pain my friends. Naruto, Sasuke, Nagato, can't hope to understand the pain Gaara had gone through.
And yet, while people like Nagato, Naruto, and Sasuke did suffer, they dwelled on it. They were consumed by their hate and suffering (Not so much Naruto to the same degree, but in recent chapters even Naruto has faltered and almost took part in the Moon Eye Plan). Gaara however, whos pain, loneliness, and hatred FAR exceeded any of their's overcame all of it. He made a complete transformation from what he hated into what he wanted to be. He became Kazekage because of his will to not give in to the hatred, fighting constantly with the tailed beast inside of him. He became Kazekage because even though everyone hated him, he made it his mission to show them that he cared.
The greatest pain, loneliness, hatred... Overcome, and turned into love, compassion, and will.
Did Gaara deserve the Kage title? He was the most deservent Kage of them all. If you can't tell, I highly respect the character of Gaara, and almost consider him a role model. That much will and drive to become more than your worst self... It's something we should all strive for.
