In the 4th war when they sliced open Juubito Naruto couldn’t pull the one tail or eight tail because he didn’t have their chakra.

But Bee was able to pull it because he’s the 8jin obviously

but Gaara isn’t the 1jin but he was still also able to pull Shukaku free

thus a former Jinchuuriki indeed still carry traces of bijuu.

That’s what Urashiki took.
