well thinking of it he can create a desert anywhere, is MADE OF SAND, has extremely strong wind release, sand shuriken, sand oceans, immunity to 99% of genjutsu, sand sensing, control over the battlefield via quicksand, flight.

he wasnt full power, and no he wasnt owned. in fact he remains undefeated to this day. naruto headbutted gaara to wake him up which canceled the transformation.
