Gaara is highly underrated.

People underrate him because he's gone soft since Part 1.

I disagree. I think he's rated accordingly, leaning slightly towards overrated.
He's very versatile, but lacks firepower and his defence is truly something, but can be matched by most kage level shinobi. I think his best trait in Shippuden became is versatility, more than his defence (which is just as good).

You didn't give any real reason that justifies your opinion though (not saying you should've done it, just that i don't see where you're coming from).
