Gaara is very strong indeed.
If it was in the desert vs nagato, he could destroy him by burying him with the sand under nagato's feet but it depends on how quickly nagatp can use shinara tensei to blow the sand away.

If Nagato used the push, he would have to wait to use it again while Gaara's sand can come at him non stop. The push isn't the only thing Nagato has either.
