Jiton, also known as magnet release.
Gaara was the first compatible one of the three children of the fourth kazekage.
What made Gaara compatible?
The answer is jiton.
The third kazekage used Jiton with iron sand.
The fourth kazekage used Jiton with gold dust.
The kekkei genkai is among those in the kage line.
The chosen jinchuriki, are often people, who are closely related to the kages.
Gaara is the son of a kage.
The jinchuriki of Shukaku, needs to be able to control Shukaku's power.
That was their philosophy and they probably believe that you need
someone with the jiton kekkei genkai for that.
Just as Uzumaki's have been the ones who were jinchuriki of Kurama.
Shukaku himself has jiton.
As shown here, when he lends Naruto his power to make a jiton rasengan.
So I conclude, Gaara has jiton.
