Some advantages to this technique is that it can blind opponents, ruins the opponents footing, and can insulate C-rank Raiton.
Some disadvantages to this technique is that it is very weak, not really used for attacking. Someone can easily use a high powered jutsu to counter this.
To counter this, I would use a katon to eat the oxygen out of the air, or maybe even a doton to push my opponent off balance.
