Sumire used the Water-Wall formation. The same jutsu that Oro said made Tobirama worthy of being a Hokage.

Part 1 was a time where elemental jutsu of any kind was something grand. Fights consisted more of tactical skill and few jutsu slinging.

Sarutobi vs Oro was so praised because noone ever seen so much jutsu slinging in one battle lol

Let's think about how by the end of part 1 Tsunade was considered in the top characters known at that point just because of taijutsu and creation rebirth.

Also how the sannin had a fairly short battle before they were exhausted. Even reserves of chakra went a bit differently.

So Sumire now pulling off something like this has lost it's luster amongst the stars who all have impressive abilities for their age. But I guess we can rule it off as 'the new generation always surpasses the previous'

The power scale is not retarded. Top tier is the tecnic, not the size of it. The katon that Sasuke does in part one is supposed to be jonnin level even if it is small.

What Tobirama did, was doing it with no water source so that is impressive.
