Kabuto was really smart when he planned out his body. He was basically Anti-Uchiha if it wasn't for izanami.

Kabuto made up dragon sage mode.
He trained in Snake sage mode, and implemented DNA from jugo, karin, suigetsu, and the sound four, into him.
He likely got the horns just from messing with his DNA, and implementing decendants of the SO6P's family into him [Uzumaki, and possibly Jugo, and less possibly that guy in sound four that had horns while in curse mode]
~Since there is no dragon to teach dragon sage mode, there is no dragon sage mode.
