Dude, he himself was manipulated by the god of Chakra herself. Do you realize how big of a hole that punches in any plan that he might make to try control the world? It means his strength wasn't his own and he'd still be stuck in some hole in the ground if it hadn't been for white and black zetsu.

tl;dr he has no reason to try change the world now. Any thoughts of grandiose died when black zetsu revealed the truth that he changed the writing on the Uchiha tablet. That Madara's entire goal for the Moon plan was nothing more than a couple of new scratches on an old rock.
