tobidara isn't even madara's will...its another REALL madara ...i believe he was created via izanagi..becuz when Madara installed izanagi in his eye...it created another reall madara....one of the madara's remained attached to the cave..unable to move..while the other (tobidara) was the one who controlled the mist anbus and planed Rin's death...tobidara also was the one who transplated his eyes to Nagato..while old madara was unable to move outside since he was attached to the mazo....then when obito fell in madara's cave..tobidara sealed himself inside obito's body and used him as weaker vessel to prolong his life..while rikudo madara died.....

Well, Madara did create a clone by Izanagi so it makes sense. But, how did the clone seal himself inside Obito ? The only way he could have done that is by Spiral Zetsu.
