The Jutsu ranks, according to Kakashi and of course the manga, are established on how difficult they are to learn. So, power hype might not be the best way to approach this.

I highly doubt if Mei's eyes are trained much for keeping up with that speed (and part 2 Lee is faster/stronger); let alone her physical movements.

i see your point but its rare for lee to use the gates like that from the get go.. but yes he does have his chances but other than that i think its slim.. a kage isnt that easy to beat

He used tham from get go against Madara:

So he can go gates in situations which the opponent is out of his own league and needed to go all-out.

Since when :| part 1 gaara beat him but that doesnt put gaara in Kage tier

Part 1 gaara lost horribly. His moveset was juust good enough to stall for time.
And since kabuto admitted inferiority to him and orochimaru claimed kabuto was on level of kakashi who's anbu jounin.
