Madara Facts

#1 Madara thought that only 1 or 2 of a 17 page chapter lacking Hashirama panels is not worth his time... so refused Kishi's off to appear on such chapters.
#2 Later on Madara gave in to Kishi's begging and Senju sacrefices and finally agreed to appear occasionally on such chapters.... but only to advertise his epic rape faces.

PS On a serious note: I dont think 17 page chapter can depict all the facets of the current events simultaneously.
