I think in terms of quality, the Base was at its prime in 2011-12. Everything went in slight decline after Tobi's reveal (August-October 2012), and it plummeted after early/late 2013 and whenregistrations closed.

Just my personal opinion.

2011! The user schmack was probably the biggest douche on here and we use to go at it hard!! I miss that guy. Following came Blaze release before he become philosophic. Good ole Itachi / Orchimaru bashing!

Sakura end up with sasuke(there was some butt hurt fans but in the end they calmed down)

And i am not gonna spoil the rest

I wasn't here in 2011. So I say 2012, a lot of the older members were still here and there were actual good trolls. And the mamga was really getting interesting around that time.
