Basically what it says....I pretty much feel just about anything has a counter.

Restrictions: t/s jutsu.

I'll start it off with something simple:

Fire style: Grand fireball jutsu!

Substitution is nearly instant with apparently no need for hand signs at even lower levels and takes less chakra than the shadow clone jutsu does. =Spam until opponent is out of chakra.

Although I can think of one jutsu that might beat it. I dare you to guess it.

it does take handsigns
youre suppose to perform the signs when the opponent isnt paying attention or distracted
