I think I figured it out. Kaguya came to Earth with her royal family via the same alien time space technology we observed in The Last. Perhaps Momoshiki belonged to this family but he had mysteriously disappeared long ago after learning the secrets of the Chakra fruits and their ability to grant people eternal youth and god like power. When Kaguya first ate the fruit, she gained incredible powers but her chakra also scattered to the humans. However, they did not know how to use it, so using her powers she ended wars.
During this period, Kaguya gave birth to her 2 sons, who inherited a large amount of her chakra and supernatural powers. Meanwhile, she traversed dimensions and had castles constructed in each one for her and her immediate royal alien family to live, as to expand her territory. Originally, she did plan to use the power to save humanity, unlike Momoshiki who has always intended to use it for selfish reasons. But the demonic Shinju had an effect on her mind, and these intentions eventually transformed into megalomania.
Armed with prior knowledge of the demonic trees, Momoshiki consumes the fruits he collects in small bite sized pills, giving him temporary bursts of power, but he must continue to collect and consume them or else his immortality and power cannot be maintained. He does this to prevent himself from losing his sanity and being controlled by the tree like what happened to Kaguya. He forged an artificial servant being known as Kinshiki from a chakra fruit, due to his pre-madonna personality and unwillingness to carry out tasks himself unless forced to do so (as he was once royalty), and can turn him back into it for more power in the case of an emergency.
Due to being corrupted by the demonic influence of the fruit, Kaguya lost faith in humanity as minor rebellions broke out trying to overthrow her Matriarchy. Her tyranny became stricter, and she became more and more violent in how she dealt with outbreaks of conflict, leading humans to regard her as a demon. Eventually, the voices in her head directed her to enact the Infinite Tsukyomi, to create ideal peace by trapping humanity and animals in a dream world, leaving only her and the Otsutsuki family she came to Earth with. Not only would it strip organisms of their free will, but it would also reclaim the scattered chakra they had inherited and manifest it in a new chakra fruit. This would all accumulate in a final mission of using the chakra to create a new dimension for a purpose that remains unkown. She had recorded and detailed her plans on undecipherable scrolls only she could read however, but Hagaromo was able to decipher them with his Rinnegan. Disgusted by his mother's radical ways, he began developing ways to manipulate and weaponize his chakra with Hamura to defeat and seal away his mother, freeing humanity.

Unable to track their location, Kaguya became paranoid at the thought of her precious chakra being stolen, and once again the voices in her head told her of the tree's ability to convert hosts of the Infinite Tsukyomi into loyal soldiers. Her desire for peace and her love for her family had been replaced by hatred for anyone who stood in the way of her ultimate goal. She murdered the remaining Otsutsuki clan, who had been living with her in her various castles, and stole their chakra. She then fused with the Shinju to become the 10 Tailed Beast and attacked Hagaromo and Hamura, suddenly furious that they had inherited such a large amount of her chakra. However, by working together they sealed Kaguya and sealed the chakra of the Juubi within Hagaromo, who then freed humanity.
