He's the head of the Uchiha clan, I understand he's featless but that doesn't mean Zabuza wins because of that.

Itachi confirmed he couldn't take on the police force alone, if Fugaku was the head of it there is a good chance he's the strongest Uchiha after Itachi.

He most likely didn't fight Itachi because:

1. Uchihas put love above all else. A father would definitely struggle to kill his own son. It was at least established Itachi didn't have any real ties to his clan, his love was with the leaf.

2. Fukaku probably thought he couldn't beat Itachi since he had MS (Assuming his parents were aware).

Comparing Kakashi and Zabuza I'd assume Fukaku has better mastery being an Uchiha + all around stronger because the body matches the eye.

The only way to really compare is the Kakashi vs Zabuza fight and how significant Sharingan was in it, which it definitely was.

I say Fukaku even though it's speculation.

Granted he did show techniques fighting Orochimaru/now the war, our knowledge is still limited on how good he was overall. The techs he used against Orochimaru and the statements Part 1 Kabuto and Iruka made on him show that his power was either in: High Kage (it was stated he was the strongest of the 5 reigning kages at the time meaning he's better than Oonoki who's high kage) - Legend in the making - Legend.

Anyway yea there's no way to really pick a winner due to featless Fugaku :l.

Although a case and point can be made comparing him to Kakashi.

Kakashi passed out after using the Sharingan...Fugaku has 3 Tomoe in both eyes signifies he is an experienced figher + the rank of leader speaks volumes. If Madara and his brother were made top of the clan because of their visual prowess, I think it's safe to say Fugaku was as well...considering in the Narutoverse it's been a tradition for one of the strongest members of a village become a leader. Looking at: Hashirama as the senju leader, Madara as the Uchiha leader, and the way each kage is selected.

Your speculation is just like mine, speculative. You don't need to pick on it unless you have proof that my speculation can't be right, which doesn't happen to be. Since neither of us have proof on his feats, it'd be pointless to debate about it. At this point, Hiruzen was chosen as Hokage for his power, and since we have seen more feats of Hiruzen than of Fugaku, we can only debate on those.

Only because he has Sharingan like Kakashi doesn't mean he can be compared. It's like comparing Fugaku to Madara only because the only similar thing between them is that they're both owners of Sharingan. 3 Tomoes is still weak compare to what powers we've seen in the war.
