To be honest I have been sitting on this for a while, but what if the Abolishment of the Shichibukai system was actually Fujitora's condition for joining the marines.
According to Law the Marines have been bolstering their forces preparing for "something" and after Gecko Morris was supposedly kicked off after the War we know that the WG isn't above killing off the Shichibukai once they have no further use for them.
With the Marines noted as the supreme authority of the World Government and Akainu as Fleet Admiral, the only thing I can see stopping the destruction of the Shichibukai system is power and if the Marines have a coalition with the world government agencies such as CP9 and have enlisted other strong fighters during the global enlistment I don't see a lack of power being a problem for long.
