[Theory] Fujitora has Shiki's DF!!

Just finished watching the movie: Strong world and i have a theory to make...don't laugh at me because i'm too hyped up and experiencing all those mushy feelings you get after watching something amazing

My theory is that since Shiki died all those years ago. It would make sense for his devil fruit to respawn into the one piece universe. Then somehow Fujitora gets a hold of it. Probably through an promotion in a marine rank. We have seen the World Government possessing vast knowledge about devil fruits and they collect them also.
