Even though we never got to see his abilities in action, I believe it is safe to say that he would be a boss. While it is impossible to actually prove this, take a look at his two sons. They are both really powerful and are good at analyzing situations. Fugaku, being the head of the Uchiha clan and the head of the police force, plus being the father of Itachi and Sasuke, seems to be highly regarded and might as well have been a beast.

just being the father for 2 powerful ninja doesn't mean he is a boss .... a kid sasuke could notice that the teenage itachi was better than fugaku ...he is probably a jonin level like kakashi without MS
