Going by the novel, Fugaku takes this. He's a stronger opponent with more intelligence and genjutsu.

Genjutsu is fodder against Byakugan.
Both Byakugan and Sharingan have precognition.
Hizashi was said to be on par with Hiashi in skill, meaning his Air Wall Palm would be more than enough to counter and fireball techs Fugaku would throw out. Since Hizashi's taijutsu = Hiashi's, he would cream Fugaku.

If DB stats are any indication Hiashi and Hizashi should be on par, w/ Hizashi being physically stronger. Though idk of Hizashi knows Rotation, probably does. Fugaku on the other hand only has the following that give us an idea of his power:
-Head of Uchiha.
-Has a matured Sharingan.
If Fugaku's power was anything like it is in the ItachI Shinden novel and anime, then he'd beat Hizashi comfortably.
