We know nothing of neither of them but Sakumo was said to be stronger then the Sannin, Fugaku was said to be a elite captain by Danzo and he was the head of the legendary Uchiha clan.

ot: Sakumo was on par with the sannin during his time. (Keep in mind that this was before Oro and his rebirth techs, Tsunade and her Yin seal, etc) but that is still very decent. Meanwhile, Fugaku was Uchiha clan head, but that is a position passed down from generation to generation...not something you work for (you work to be strong for your clan, but if you are the eldest son you are chosen regardless). Probably Sakumo.

Also, I don't recall anyone praising Fugaku's intelligence. I just remember Danzo stating that he was the most sly out of all the clan leaders. But that seems more like a negative thing, not praise.

Sakumo easily. Not only was he considered to be superior to the Sannin in strength, but he was recognized a genius and his nickname struck just as much, if not more, fear into opponents as Minato's nickname.

Imo, if he hadn't abandoned that mission and killed himself, he would have become Hokage.

Fugaku. He produced two prodigies and is head of the village's most powerful clan. Plus you've got to figure he had the MS and probably susano if Itachi and Shisui did. He did live through war after all. So shrewd leader as Danzo said and probably advanced Uchiha powers puts him ahead of Sakumo IMO.
