and where has this secondary seal thing ever been stated? , I don't recall that ever being mentioned in the manga , and I have the databook article for hirashin no jutsu at least the first one

What would make sense to me is that when he creates the seals on his kunai, he puts in some of his own chakra which would the release when he uses the seal. Or maybe it's as the rest of you say, in that it costs chakra. But in that case, it would be very little. And my praise for this post was also partly because it counters those who used Minato's transportation of Kurama as a reason for FTG costing chakra overall.
