FTG Level 2 hax?

FTG lvl 2 seems very hax to me. Lvl 1 allows Minato to teleport to a stationary object with seals instantly. FTG lvl 2 lets Minato move to a moving object with his seals instantly. This can be potentially dangerous in so many ways. What's stopping Minato from just throwing his kunai right at his opponent and then teleporting? They would either dodge or deflect it. If they dodge, Minato could easily teleport to his kunai right as it goes past his opponent (since he also has good reaction speed) and make his next move there. Even if his kunai is deflected, he can still teleport while said kunai is in the air and then make a move.

I don't know if that sounds ridiculous or not but shouldn't this be within Minato's capabilities from what we've seen? He activated lvl 2 fairly quick against Obito. There must be something stopping him since he didn't do this against Bee and A, two dangerous ass opponents and other shinobi. It seems like such an easy basic strategy that could create an opening on nearly any ninja.

So tell me, does this possibility make FTG lvl 2 probably one of the most hax in te Narutoverse? I want your honest opinion on what you think about this, I just randomly thought of it so it seems crazy, bear with me and kindly explain why it possibly wouldn't work?

Not Really, It's just teleportation, he can only attack with a Rasengan that is easily countered by Susanoo or Lightning Armor or Gaara's sand... any defense really.

That makes 5 characters out of all of the NV... Plus why would Minato just throw kunai at someone cloaked in chakra like a Susanoo', that's just dumb

There's no reason to mention he only has 2 shown moves from being in 2 short fights... And I'm saying he wouldn't just throw kunai at someone cloaked in Susano'o since obviously Susanoo's can stop a kunai without the user even having to flinch. We're getting off topic here, this isn't a versus thread

If something happens in an instant how do you react to it. By the way Minato has more than one kunai, sealing techniques. Unlike Naruto, Minato can create his Rasengan in a blink of an eye. The moment the kunai is deflected, Minato has the advantage because now the kunai is in the back of the opponent.
