No, Tobirama invented FTG. Minato just mastered it to a new level.
In the latest chapter Tobirama stated he had linked his FTG with Minatos.
This means he is capable of FTG to Minatos seals.
Which is how Sasuke is next to Naruto. Naruto picked up the FTG marked Kunai, and Tobirama teleported sasuke there.
