Okay so alot of people say Madara >Ftg Because of what he did to Tobirama, but it's efficiency is different for each person the jutsu didn't fail Tobirama failed to properly strike him from the distance he put himself, after the jutsu is used it is up to the user's reaction time and striking speed to get the job done .
