The Shinju needs 1000 years to create the fruit.

This means that the Shinju doesnt have the energy in storage to readly produce the fruit at a whim. It needs to gather natural energy for 1000 years.

Since it doesnt have enough energy to produce the fruit at any one time, when the fruit is finally produced, its bound to be far more powerful than the Shinju or Juubi.

this is most likely the case. she has the equivalent of 1000 years worth of natural energy chakra, while the shinju had to produce the juubi in a considerably less time fram. at the most only being a few decades.
