From rare to unique to common

One good example of this is the Rinnegan don't you think?
The reason basically is it was already wielded by a lot of people.
The rinnegan before was just a mysterious ocular doujutsu that only the so6p got.
It was awesome when only Nagato was the guy who used it but then it got passed onto different people
like some sort of heirloom xD

In the manga, now it's very common that we'd see the Rinnegan, and we're just like naaaaw.
And now the one wielding it isn't even using it the slightest bit, xD I understand you couldn't completely
use it when in juubi jin mode, but wouldn't the fight get better if Madara degraded to himself first?

And now the mysterious guy, and the founder of ninshuu, the so6p appearing before us, was
a disappointment. I guess you could say it was needed for the plot to progress but it would've been
cooler if he had stayed a legend. Anyways, that's all I have to say, xD.

but it's too much for an ocular power that was said to be only wielded by the so6p. having 4 wielders, that's pretty plenty for something to be described as something so rare

Only 4 people in the manga have wielded the Rinnegan, only two of them awakened it meaning only 2 pairs of Rinnegan eyes have ever existed...that isn't common. That's rara.

As mangas develop, stuff like this happens. Look at Bleach for example, the captains were big-shots and now a bunch of quincies owned their bankais and they're getting back to a level that is waaaayyy beyond normal captains.

It is necessary for Mangas to keep readers entertained. Secretly, even you would have wanted to know what exactly happened with SO6P, what was the story of his sons and must have desired to see the rinnegan's true powers.

Kishi just tried to fulfill those wishes. And in his defence, only four people so far have been given the rinnegan-

Rikudou Sennin, Madara, Tobi and Nagato.

No one else has wielded rinnegan, so it is still rare and coveted. Only once it was out everyone wanted it, and it stayed in panels constantly.

Not really since only two people ever actually gained it. The Sage and Madara. The latter's eyes were shared with the other two. That's not common since it's only about four out of (how many people are in the NV?) people.
