Sasuke wasnt always Narutos superior. Naruto surpassed him multiple times.

Haku fight,forest of death, Gaara fight, post tsunade arc, arguablly valley of the end fight, Pain fight, war arc.

Sasukes "confession "came out of nowhere. No indication he felt that way before , whereas Vegeta was more honest. He didnt need to get his ass whipped to confess.
