It's not quite clear yet. As of now I would say it's a mix between the two.

Death Note was made by two guys, a writer and an artist. Nobody knows who the writer is but the artist is known and that's who's involved in this manga.
The writer of Death Note didn't write this.

Though, It does seem very interesting TBH.


EDIT: Oh, it's just an adaptation. The source material is a LN that was done in 2004. They should've adapted it into an anime though.


It's also getting a film adaptation with Tom Cruise as the lead character in the movie "Edge of Tomorrow" to be released on June 6, 2014.
