Yes the plot line of the movie is cannon but he himself did not animate it or oversee the animation. The inaccuracies between the manga and movie version prove this.

Yes Toriyama wrote the script but it was up to the animators to take that and turn it into a 1/2hour long movie, Hence why fillers are put in to increase run time. Same happens in Naruto shippuden episodes, While their cannon they are filled with inaccuracies and fillers which are not considered cannon.

I have no reason to believe it wasn't filler.

for example, When Beerus used his final attack in the movie goku was in normal super saiyan form, yet in the Manga version goku was still in his god mode.

In the movie Goku touched the attack and was trying to push it back while in Super saiyan, Manga he just used kamehameha in god form

While in the movie beerus fired another attack after his big energy orb (which again didn't happen in the manga), which made goku go from super saiyan back to base, Then he powered up back to super saiyan god and the attack dispersed, which again in the manga only took a kamehameha to defeat in god form and none of this Super saiyan, to base then to god form again to defeat.

I'm sure there are more inaccuracies as well. With that said yes it was Filler.

It happened in revival of frieza when Gohan got negged by first form frieza, That didn't happen at all. frieza did not move at all until goku and vegeta arrived.

Anime/Movies will always have filler and give feats/powers that were not meant to be, to increase their run time regardless of if the movie is cannon or if they expect you to of watched the movie before reading the manga. It is only when manga versions come out their inaccuracies are noticed. Which is why i do not trust cannot movies with no manga versions such as the new naruto movies.

You bring up good points but Goku absorbed super saiyan Gods power and made it his own. So Post BOG Base Goku is still likely stronger than Ultimate Gohan because he didn't lose the God Ki he just needed to control it in order to reach Super Saiyan blue.

Also in chapter 5 of the manga, base Goku took an attack from SSJB Vegeta and just stated that it hurt. And this was from a Vegeta who was trying to pull out all the stops to beat Goku, indicating the gap between their base and SSJB forms is noticeable but not huge.
