I have no reason to believe it wasn't filler.
for example, When Beerus used his final attack in the movie goku was in normal super saiyan form, yet in the Manga version goku was still in his god mode.
In the movie Goku touched the attack and was trying to push it back while in Super saiyan, Manga he just used kamehameha in god form
While in the movie beerus fired another attack after his big energy orb (which again didn't happen in the manga), which made goku go from super saiyan back to base, Then he powered up back to super saiyan god and the attack dispersed, which again in the manga only took a kamehameha to defeat in god form and none of this Super saiyan, to base then to god form again to defeat.
I'm sure there are more inaccuracies as well. With that said yes it was Filler.
It happened in revival of frieza when Gohan got negged by first form frieza, That didn't happen at all. frieza did not move at all until goku and vegeta arrived.
Anime/Movies will always have filler and give feats/powers that were not meant to be, to increase their run time regardless of if the movie is cannon or if they expect you to of watched the movie before reading the manga. It is only when manga versions come out their inaccuracies are noticed. Which is why i do not trust cannot movies with no manga versions such as the new naruto movies.
