This might not be in the right section, but I need help regarding the forums.

Is there a way for me to upload a picture or gif directly from my computer? I ask because I have to refresh my sig every week because the url for the gif expires.

Yes. Its option 2 when you go to change your avatar.

EDIT: If you need to upload a sig, you'll need to use imugr.
