[Discussion] Formation of New Organization to keep the Peace

I doubt that the Shinobi Alliance will continue after the war. The system of ninja's in place won't be erased pretty much overnight. So what I think may happen is that there will be some kind of centralized organization, which keeps the 5 nations from fighting each other. Each of the villages will send some of their ninja to become a part of this organization, which will be arbitrators between the villages to keep them from breaking out into another big fight or war. I think it would make sense since the 5 great nations rely on the ninja system for many things besides fighting each other. There isn't much wrong with the current system that couldn't be fixed with a few little tweaks here and there, along with the organization or village that's sole purpose is to be a mediator between the ninja villages. What does everyone think about this idea? How do you think they could and would set up this organization? Also, how do you think they should go about getting ninjas for this organization from the 5 great nations and other ninja villages, besides volunteers?
