You took the manga completely out of context. Kabuto struggles with his identity - who he truly is. Hence why the whole Izanami ordeal. That entire conversation with Itachi had absolutely nothing to do with Kabuto's ability (or lack of) to use the jutsu gained from infusing himself with the DNA of others.
